Two Charged Following Arson Investigation in Kimbolton
Guernsey County, Ohio — April 1, 2026 — Sheriff Jeffrey Paden announced that two area men have been charged with felony offenses following a joint investigation conducted by investigators from the Ohio State Fire Marshal’s Office and the Guernsey County Sheriff’s Office.
On Wednesday, April 1, 2026, shortly before 5:30 p.m., the Guernsey County Communications Center received a 9-1-1 call reporting a residence fully engulfed in flames on Rocky Fork Road in Kimbolton. Firefighters from the Newcomerstown Volunteer Fire Department, Liberty Township Volunteer Fire Department, and Lore City Volunteer Fire Department responded to the scene to combat the blaze. A cabin and barn located on the property were deemed total losses.
Due to suspicious circumstances surrounding the fire, fire personnel notified the Ohio State Fire Marshal’s Office. State Fire Marshal Investigator Mike Stellfox was assigned to the case and responded to the scene. He later requested assistance from the Guernsey County Sheriff’s Office, and Lieutenant Bill Patterson of the Investigations Division was assigned to assist.
During the investigation, two suspects were identified, located, and interviewed. Following the collection and processing of evidence and the interviews of witnesses and suspects, investigators established probable cause to file charges.
Restry L. Killkenny, age 21, of Norwich, Ohio, has been charged with:
• Aggravated Arson, a felony of the second degree
• Arson, a felony of the fourth degree
John Ratliffe, age 28, of New Concord, Ohio, has been charged with:
• Aggravated Arson, a felony of the second degree
• Complicity to Aggravated Arson, a felony of the second degree
• Arson, a felony of the fourth degree
Both individuals are currently being held in the Guernsey County Jail following their initial bond hearings in Cambridge Municipal Court.

Traffic Stop Leads to Felony Drug Arrest in Guernsey County
GUERNSEY COUNTY, OH — In the early morning hours of April 21, 2026, a Guernsey County Sheriff’s deputy conducted a traffic stop on Interstate 77 that resulted in the arrest of a man on felony drug charges.
At approximately 3:28 a.m., Deputy Kristopher Jones stopped a white 2009 Nissan Altima driven by Thomas Stephens, age 56 of Kipling, OH, after identifying the vehicle through investigative intelligence and automated license plate reader alerts. Stephens was known to be operating under a suspended license.
During the stop, deputies observed signs of nervous behavior and inconsistencies in Stephens’ statements regarding his whereabouts. After further questioning, Stephens allegedly admitted to having drug paraphernalia in the vehicle and reportedly consented to a search. Deputies located a glass pipe commonly used for methamphetamine.
Following the search and after being advised of his rights, Stephens allegedly admitted to possessing methamphetamine and produced a bag containing a bulk amount of a white crystalline substance.
Additional items recovered included a syringe and a digital scale with residue. Stephens was taken into custody without incident and transported to the Guernsey County Jail.
Stephens has been charged with Aggravated Possession of Drugs, a felony of the second degree. He will appear in the Cambridge Municipal Court on Wednesday, April 22, 2026, at 1:00 p.m. for his initial court appearance.
